ABOUT THIS POSITION This position supports tasks assigned by the Naval Air Systems Command, Electromagnetic Environmental Effects (E3) Division (AIR 4.1.13) and the Naval Air Warfare Center, Aircraft Division, Electromagnetic Compatibility (EMC) Test and Evaluation (T&E) Branch (AIR in support of Naval Aircraft E3 Systems Engineering and EMC T&E for adverse Electromagnetic Interference (EMI).The incumbent will serve as the contract and program manager in support of all AIR 4.1.13 and AIR E3/EMC programs and projects.The incumbent will be responsible for: Acting as the overall lead, manager and administrator for the contracted effort in support of Electromagnetic Environmental Effects. Serves as the primary interface and point of contact with Government program authorities and representatives on technical and program/project issues. Oversees contractor personnel program/project operations by developing procedures, planning and directing execution of the technical, programming, maintenance and administrative support effort and monitoring and reporting progress. Manages acquisition and employment of program/project resources and controls financial and administrative aspects of the program/project with respect to contract requirements. Some travel will be required. Qualifications BASIC QUALIFICATIONS: Education & Experience: Education: Candidate must possess a BS or BA degree in Business Administration or Engineering.An AS or AA degree and an additional four (4) years of experience may be substituted for a BA/BS or an additional eight (8) years of experience may be substituted for a BA/BS. Experience: Candidate must have at least six (6) years of professional experience in the Defense acquisition, and three (3) years of experience in support of Navy Acquisition management.Candidate must have experience with aircraft systems, hardware and software, configuration control, test and evaluation, systems integration, and systems supportability is expected.Candidate experience in initiating and maintaining technical direction within broad program objectives directly related to aircraft systems, hardware and software, configuration control, test and evaluation, systems integration, and systems supportability is desired.Candidate should be aware of and be knowledgeable of DoD acquisition policies and procedures.Candidate shall have demonstrated knowledge of and experience with the requirements of the DOD 5000 series instructions.Candidate shall have demonstrated ability to work with large and diverse teams and the ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, systems engineering, major system acquisitions, and financial management. Other Knowledge, Skills and Abilities: The candidate should have a working knowledge of Electromagnetic Environmental Effects (E3) disciplines (specifically aircraft EMC T&E, subsystem box level EMI testing, external environment EMC, Electrostatic Discharge (ESD), Precipitation Static (P-static), nuclear Electromagnetic Pulse (EMP), etc, phenomena). The candidate should have an in-depth knowledge of naval aircraft and their systems and subsystems. A practical knowledge of aerospace, mechanical, and electronics engineering concepts, principles, and practices to provide an efficient and effective aircraft test and evaluation program. The incumbent should demonstrate sound administrative ability, judgment and leadership, foresight in making decisions for higher authority, and be able to comprehend the variety and scope of the mission which is frequently characterized by rapid and substantial changes in the workload and priorities that may impact project execution. Candidate must have good interpersonal skills and be able to communicate effectively and professionally at multiple customer organizational levels. Excellent organizational skills are required. Candidate must demonstrate the ability to utilize the Microsoft Office suite including (Word, PowerPoint, and Outlook e-mail). Candidate selected will be subject to a Government security investigation and must meet eligibility requirements for access to classified information. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
